Safe, reliable power for Chino families, schools, hospitals, and businesses
Dirac is a battery energy storage project proposed for the City of Chino that will bring online 400 megawatts of stored power, enough to serve roughly 400,000 homes when the grid needs it most.
SAFETY
Built to exceed safety standards. Trusted to keep the lights on.
Battery storage has quietly become the backbone of grid reliability in California, and it earned that role on its record. Modern systems are engineered to strict safety standards, and Dirac is designed to exceed them.
How Dirac is built to today's standard, not yesterday's:
98%
drop in storage incident rates since 2018, even as deployment grew roughly tenfold

40%
of California's evening electricity demand now covered by battery storage at its peak

grid-emergency flex alerts in California since 2022, after years of blackout scares

And it is proven in the field: Aypa's Cald facility in Los Angeles has operated for more than a year with a clean safety record, built by the same team, to the same standards, with the same equipment planned for Dirac.
WHAT DIRAC IS
Power for the public. Not a data center.
Dirac works like a reserve of power for the region. It sets aside electricity when there is plenty to go around, and delivers it back through the Southern California Edison Chino substation at the moments Chino needs it most: heat waves, evening peaks, and grid emergencies. Every kilowatt flows to the same public grid your home is already connected to.
Dirac connects directly into Southern California Edison's Chino substation and feeds the public grid. Every kilowatt it stores is delivered back to the homes and businesses of the region; none of it is reserved for any private facility.
Aypa Power develops and operates energy storage and renewable energy projects. That is the business, the whole business.
Approving a battery project creates no shortcut to a data center. A data center would require its own separate applications, hearings, and approvals, none of which exist for this site.
BENEFITS AT A GLANCE
What Dirac brings to Chino.
Real dollars, for decades: funding for schools, roads, and public safety across Chino.
$132M
in total property tax
Generated over the life of the project. Money to help fund schools, roads, and local services.
$10M
additional to Chino directly
Above and beyond tax revenue, paid via a developer agreement.
168
union construction jobs
Union labor, locked in by a Project Labor Agreement.
$365K
in community contributions
Benefiting community groups throughout Chino, from Chaffey College and the Chino Valley YMCA to the Police and Fire Foundations.
7×
the fiscal benefit of a traditional warehouse development, on the same site

Benefits you will feel at home.
Steadier power
Helps power stay on during peak demand and heat advisories. By adding supply to the grid when it is most strained and outages are most likely, storage systems step in to keep everything working.
Lower energy costs
By adding supply during the times of highest demand, storage systems help control price spikes while also offsetting expensive grid upgrades utilities would otherwise pass on to everyone's bills.
Cleaner air
By displacing the polluting peaker plants that fire up on the highest-demand days.
WHAT'S AT STAKE
The risk of not acting is real.
- ● California is counting on this power to keep the grid reliable. Dirac is how it gets built here in the Inland Empire.
- ● The need peaks during heat waves, exactly when outages hurt the most: hospitals, water systems, and small businesses, not just living rooms.
- ● Without it, the region has to buy more expensive power from elsewhere, and those costs end up on everyone's bills.
SCE experienced over 25,000 outages in 2025 alone, with San Bernardino listed as the most affected county. Dirac is a key piece of stabilizing this in the future.
WHO BUILDS DIRAC
A specialist energy-storage developer with a clean operating record.
Aypa Power develops and operates energy storage projects, and its Cald facility in Downtown Los Angeles has been energized since mid-2024 with a clean operational safety record. Dirac is part of the same portfolio, designed and operated to the same standards, with the same safety approach. Aypa's California portfolio is published in full on this site.
